Utility access, substation proximity, or a credible infrastructure development path
Solar, storage, or hybrid generation potential of 200 MW or greater
High-capacity data connectivity — fiber or carrier-grade access
Natural gas access — on site or a credible development path
Long-term site control commitment aligned with development and operations timelines
